We’re seeking an experienced Common Service Business Team Product Manager, contingent upon contract award, to support our government customer who will be accountable for leading a team of Product Owners responsible for product planning and execution throughout the product lifecycle, including gathering and prioritizing product and customer requirements, defining the product vision, and working closely with engineering, development, stakeholders to ensure customer satisfaction goals are met.
The ideal candidate will have a deep understanding and working knowledge of product management for software solutions, ideally within the software development and enterprise IT. You will be able to work collaboratively across business units and take responsibility for delivering business outcomes and commercial success. You have initiative and drive and are comfortable challenging the status quo. You are unafraid to test ideas, collect data, and challenge assumptions – employing a data driven decision making approach.
Candidate MUST:
Role will be hybrid. Must be local to the DC Metro area for onsite meetings in Reston, Rockville, Silver Spring or DC.
Be US Citizen or US Person (Green Card Holder) with the ability to obtain a level 5 Public Trust Clearance.
Responsibilities:
- Maintains product roadmap and product backlog using inputs from vendors, current business needs, operational planning, and strategic planning.
- Develop and maintain a comprehensive product strategy and roadmap for our enterprise IT environment and software solution, aligning it with customer needs and business goals.
- Accountable for the schedule, performance, and stakeholder management of the review business team
- Collaborate with stakeholders, including customers, internal teams, and subject matter experts, to gather and analyze requirements, identifying user needs, pain points, and business objectives.
- Work with their respective client business owners and delivery teams on the priorities, roadmap and business requirements of the initiatives, projects and products within the common service business domain
- Provide operational leadership and understanding of the development path for the product.
- Prioritize features and functionality based on business value, customer feedback, and market demand, maintaining a product backlog, and collaborating with development teams for timely delivery.
- Effectively communicate the product vision, strategy, and roadmap to internal stakeholders, aligning them on product direction and managing expectations.
- Participate in an agile development environment, collaborating with cross-functional teams, including developers, QA testers, and project managers, to ensure successful product delivery.
- Develop clear user stories that correctly capture the requirements specifications to support development efforts, and the advancement of the product set.
- Coordinate and oversee product releases, ensuring smooth deployment and launch, working closely with development, QA, and release management teams.
- Work with the Enterprise Architect to prioritize technical enablers into the product backlog and participate in product demonstrations and retrospectives.
Basic Qualifications
- Active Public Trust Clearance or Ability to obtain a Public Trust Clearance.
- Bachelors Degree and 8 years of related IT experience related to Product Owner role of which Five (5) years of experience in product leadership or leading projects in an agile environment. Additional 4 years of experience may be considered in lieu of degree.
- Demonstrated success leading or coordinating development and delivery of products or projects for cross-functional teams.
- Demonstrated success establishing trust and confidence and collaborating with staff, coworkers, stakeholders, and leadership within a complex organization.
- Demonstrated success developing and/or supporting custom solutions and/or configuring and supporting vendor provided solutions.
- Professional Scrum Master, Scrum Developer, Scrum Product Owner, and related certifications.
- Demonstrates advanced proficiency in at least two and intermediate proficiency in the remaining:
- Strategic Thinking (Product)
- Project Management
- Product Lifecycle Management
- Cross Functional Team Leadership
- Organizational Change Management & Communication
Required Technical Skills
- Proven experience in product management and business analysis, ideally in the software industry, with a focus on network management solutions.
- Strong analytical and problem-solving skills, with the ability to gather and translate complex requirements into actionable product plans.
- Familiarity with UX design principles and the ability to collaborate effectively with UX designers to deliver an exceptional user experience.
- Experience working within an agile development environment, coordinating cross functional teams, and delivering successful software releases.
- Excellent communication and stakeholder management skills, with the ability to influence and align stakeholders at all levels of the organization.
- Strong organizational skills and attention to detail, with the ability to manage priorities and meet deadlines in a fast-paced environment.
- Expert in providing status briefings and product demonstrations to customers.
Certifications
- Professional Scrum Master, Scrum Developer, Scrum Product Owner, and related certifications.
- ITIL, Six Sigma, Lean.
- CAPM, PMP, PMI-ACP.
- Experience developing modern pages on SharePoint Online
(Masters degree in Information Technology, Business, or related field strongly preferred).

Pay Range $87,100.00 - $157,450.00
