We are seeking a highly experienced and motivated Senior to Principal Program Manager to join our team. In this role, you will provide leadership and expertise to design, build and deliver the infrastructure that supports our Cross Domain Service (CDS). You will play a key role in developing strategies, mentoring team members, liase with key stakeholders, take ownership of planning and tracking the execution of complex engineering initiatives, actuate budgeting processes, align program priorities with financial plans and ensure our systems meet the highest standards of reliability, security, and performance.Β

ResponsibilitiesResponsibilities:
- Deliver scalable, reliable, and secure infrastructure to support Cross Domain Service requirements.
- Liaise with key stakeholders such as Networking team, ISSMs, Compliance teams, and DCO. Ensure thatΒ government-specific requirementsΒ for equipment and software are met or elevated to leadership, including detailed tracking of all hardware by serial number.
- Manage relationships with third-party vendors and negotiate licensing and pricing agreements.
- Facilitate audits and ensure adherence to regulatory requirements.
- Take ownership of planning and tracking the execution of complex engineering initiatives, such as region builds and product transitions.
- Actuate budgeting processes, aligning program priorities with financial plans.
- Monitor and optimize resource allocation, ensuring efficient use of engineering time and minimizing randomization.
- Provide detailed reporting to leadership, tracking spend, milestones, and resource utilization.
- Mentor and guide junior and mid-level engineers/program managers, fostering a culture of learning and collaboration.
- Proactive identification of areas for improvement and innovation.
- Clear communication and alignment of objectives between engineering teams and leadership.
- Contribute to strategic planning for infrastructure improvements and technology adoption.
- Ensure compliance with security, regulatory, and operational standards, including ITAR, NIST, and FIPS.
- Participate in Agile ceremonies and drive initiatives to improve team velocity and operational maturity.
- Provide thought leadership and subject matter expertise on program management best practices.
Required Qualifications:
- Good understanding of cloud platforms (e.g., AWS, GCP, Azure) and hybrid cloud architectures.
- Outstanding communication and collaboration skills, with the ability to influence stakeholders and articulate technical concepts.

Preferred Qualifications:
- Familiarity with Cross Domain Solutions and their operational and security requirements.
- Experience in regulated environments requiring compliance with ITAR, NIST, or similar standards.
- Expertise in high-availability architectures and disaster recovery planning.
