Job Description:
This job is responsible for leading and executing on internal control discipline and operational excellence within a Line of Business (LOB) or Enterprise Control Function (ECF). Key responsibilities include executing LOB or ECF processes and tools to drive adherence to enterprise-wide standards. Job expectations include supporting the implementation of quality assurance and quality control processes within the LOB or ECF through ongoing monitoring and testing of controls, identifying issues and control improvements for remediation, and building out actions plans and milestones. The Consumer Investments Fraud Control Strategies Program Manager is responsible for managing a group of employees and overseeing programs and projects specific to fraud risk mitigation across Preferred Brokerage Platform and Products. Key responsibilities include determining strategic priorities (channel, sub-LOB, team), identifying fraud trends, serving as the primary contact to department managers for critical change initiatives and communicating, influencing, and negotiating vertically and horizontally to obtain or leverage resources. and leading efforts to execute on portfolio of initiatives. Our programs are defined by themes including Authentication, Account Opening, Identity, Fraud Strategies, Transactional Fraud Controls, Digital Self-Service, Platform, Digital and Product Initiatives. The role requires a strategic mindset, an ability to understand technology development, transformation, and change management at scale, identify risks and execute to priorities. Role Specific Responsibilities:
- Prioritize and drive all change and brokerage fraud strategies transformation (technology + tactical).
- Deliver all tech and non-tech initiatives within their portfolio.
- Oversee risk business case development and benefit tracking.
- Leverage fraud trend data and analytics to set strategic priorities by creating short-term, med-term and long-term action plans.
- Manages a team of project manager, and responsible for the day-to-day management activities, coaching and associate development, ultimately managing performance for their team.
- Supports brokerage Fraud Strategies Project Team, including line of business and tech partners from project ideation through project launch. This includes, but is not limited to, deliverables such as requirement documentation, impact assessment, technology intake and estimations, UCRA completion and UAT support.
- Performs risk assessments in partnership with Legal, Risk, Compliance, and other Control partners.
- Partners with LOB to build risk business cases, requirements, and measure results as well as engaging technology to manage deployment of all requirements, tech spend and eliminate scope creep.
- Manage multiple projects, in varying stages of the project life cycle, across different portfolios, with varying partnerships and deliverables.
- Defines program controls, processes, procedures, reporting cadence, decision governance structures, and ways of working with key stakeholders.
- Works closely with project sponsors, cross-functional teams, and assigned project managers to develop the scope, deliverables, required resources, work plan, budget, and timing for new change initiatives.
- Monitors the execution of defined tasks through tracking of program milestones and their statuses, developing program plans, and measuring progress against ongoing key performance indicators.
- Leads junior project managers and works closely with program/project managers to identify risks and opportunities across the LOB, leading them to negotiate decision making for efficient and effective resolution as well as meeting with stakeholders to provide transparency into project issues and decisions on services, builds positive relationships, asks questions, and uses tools to uncover root causes to challenges, identify opportunities, and make recommendations.
Responsibilities:
- Leads the assessment of the design and effectiveness of the risk and control environment to support Client Operational Services and ensure adherence to enterprise-wide standards
- Performs monitoring and testing of controls, identifying issues and control improvements for remediation
- Leads the implementation of optimized controls and enhanced Quality Assurance (QA) practices to support business continuity efforts
- Manages the performance and productivity of team members that conduct quality inspection reviews
- Ensures timely execution of QA activities including control execution, case management, and results reporting
- Manages and reviews all operations front line unit responses for regulatory exams, internal audits, and other monitoring and inspection reviews
- Ensures accuracy of data and that relevant information is captured for inspection metrics to support governance for dashboard reporting
Required Qualifications:
- Platform and Product familiarity with Brokerage (Consumer Investments) and advanced understanding of fraud landscape (drivers, trends) both internal and external.
- 5+ years professional experience in program and project management work including process design (demonstrating and leading large scale cross channel initiatives) β especially in Fraud Risk management.
- Advanced and/or Expert Level understanding and familiarity with change management standards (including but not limited to PPRT, Risk Assessment, Materiality, JIRA).
- Strong ownership skills to understand need and act quickly.
- Adaptable and flexible to drive change at all levels in the organization.
- Ability to prioritize and juggle multiple priorities to meet performance goals.
- Excellent organization and time management skills, navigates complexity, prioritizes effectively, and executes.
- Excellent attention to detail, self-motivated and ability to work with a high degree of independence.

- Experience in Six Sigma, Lean, Agile, JIRA.
Desired Qualifications:
- Project Management certification.
- Functional knowledge of multiple products and/or channels (e.g., Credit, Debit, Digital, Call Center, etc.).
- Basic technical skills in SAS/SQL.

Pay and benefits information
Pay range
$99,800.00 - $156,500.00 annualized salary, offers to be determined based on experience, education and skill set.
Discretionary incentive eligible
This role is eligible to participate in the annual discretionary plan. Employees are eligible for an annual discretionary award based on their overall individual performance results and behaviors, the performance and contributions of their line of business and/or group; and the overall success of the Company.
