The Project Management Director – Capabilities Gap Analyst is responsible for assessing and enhancing project management capabilities for a federal government client. This role involves identifying skills, process, and technology gaps within project management teams, developing improvement strategies, and ensuring alignment with organizational goals.

Salary Range: $120,000 to $140,000 based on experience and qualifications.

Responsibilities

1. Capabilities Assessment & Gap Analysis

  • Evaluate current project management practices, skills, and tools against industry best practices.
  • Conduct skills assessments and competency mapping for project managers and teams.
  • Identify gaps in project execution, leadership, and strategic alignment.
  • Collaborate closely with management to determine priority countries/regions and determine capacity building needs based on CBP priorities and interagency agreement requirements.
  • Provide analysis, training support, and technical writing as needed and assist leadership with completing assessments and reports.
  • Develop and maintain stakeholder relationships with CBP components, interagency partners, and overseas staff.

Β 2. Strategy & Process Improvement

  • Develop strategies to address identified gaps through training, mentorship, and process optimization.
  • Recommend best-fit project management methodologies.
  • Standardize project management frameworks and governance models to improve efficiency.

3. Training & DevelopmentΒ 

  • Design and implement training programs to upskill project managers and teams.
  • Stay updated with industry trends and recommend certifications

4. Performance Measurement & Reporting

  • Define key performance indicators (KPIs) for project management effectiveness.
  • Develop dashboards and reports to track project management and capability improvements.
  • Provide insights and recommendations to Avid Core and INA Management.

5. Stakeholder Engagement & Change ManagementΒ 

  • Collaborate with INA and Avid Core leadership to align strategies.
  • Facilitate workshops and discussions to foster a culture of continuous improvement.
  • Lead change management initiatives to support new processes and methodologies
  • Other duties as assigned.

6. Management of Direct Reports

  • Set clear goals, conduct regular performance evaluations, and oversee the deliverables for direct reports to ensure that they meet contractual and project requirements.
  • Provide mentorship and professional development opportunities for direct reports.

Qualifications & Experience

  • Bachelor’s or Master’s degree in Business, Project Management, or a related field.
  • 10+ years of experience in project/program management, with 5+ years in a leadership role.
  • Strong expertise in project management frameworks, governance, and industry best practices.
  • Certifications such as PMP, Agile, or similar preferred.
  • Experience in organizational development, training, or process improvement is a plus.
  • Proficiency with the full Microsoft suite (Word, Excel, PowerPoint, Outlook, Teams, and SharePoint) required.
